What is changing is the scale of its dependence on information technology and cloud services. Payments, investments, insurance, online banking: everything runs through connected, highly automated and interdependent systems. The slightest incident can spread within seconds and generate shockwaves across the entire European financial system.   <\/p>\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-42ca83fa7139052b962b0232a2fd662d wp-block-paragraph\">It is in this context that Regulation (EU) 2022\/2554 comes into play, better known as <strong>DORA (Digital Operational Resilience Act)<\/strong>. Published in December 2022, it will apply from January 17, 2025. This text represents a major step forward in the regulation of cybersecurity in finance.  <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-black-color has-text-color has-link-color wp-elements-60d554b4686c2d28a70621d24f2b1219 wp-block-paragraph\">Why is it important to be aware of it? Because DORA impacts all financial operators (banks, insurers, fintechs, asset managers, etc.) as well as their technology providers, particularly in cloud, storage or cybersecurity. And because it imposes a high standard for managing digital operational risk.  <\/p>\n<\/blockquote>\n\n<h3 class=\"wp-block-heading\" id=\"qu-est-ce-que-dora\">What is DORA?<\/h3>\n\n<p class=\"wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-4, #28292a);\" class=\"stk-highlight\">DORA is a European regulation that harmonises requirements for digital operational resilience in the financial sector. It aims to ensure that financial entities can withstand, respond to and recover from IT incidents, whether accidental or malicious in origin. <\/span><\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-4, #28292a);\" class=\"stk-highlight\">It applies to a wide range of stakeholders:<\/span><\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-e8acae519be202dbf72e65769eacff9a\">Banks and credit unions<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-0a4541013372546271753c252820c04c\">Insurers and reinsurers<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-0a8ea2a9614b12c02b1261f252a28691\">Asset management companies, fintechs, platforms<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-036a54d8afb08a829b8c546a79028bb6\">ICT (Information and Communication Technology) service providers (cloud, storage, cybersecurity) <\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\" id=\"les-piliers-de-dora-obligations-cles\">The pillars of DORA: key obligations<\/h3>\n\n<h4 class=\"wp-block-heading\" id=\"a-gestion-du-risque-tic-technologies-de-l-information-et-de-la-communication\">a) ICT (Information and Communication Technology) risk management<\/h4>\n\n<p class=\"wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-4, #28292a);\" class=\"stk-highlight\">Each entity must have a robust framework to manage ICT risks<\/span>:<\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-3a801e2e3813cb5e7f6f05dd7dcd3685\">Identification of critical assets<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-f02f3382c656dea51435b38e99cb7147\">Prevention, protection and detection methods<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-767f472c723f13a12a9b980d0b2ff9a9\">Response and recovery plans<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-fe2f5f984baffa0024f67d925305dd59\">Management involvement (governance)<\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\" id=\"b-signalement-des-incidents\">b) Incident reporting<\/h4>\n\n<p class=\"wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-4, #28292a);\" class=\"stk-highlight\">Major ICT incidents must be reported promptly to the competent national authorities.<\/span><\/p>\n\n<h4 class=\"wp-block-heading\" id=\"c-tests-de-resilience\">c) Resilience testing<\/h4>\n\n<p class=\"wp-block-paragraph\">T<span style=\"color: var(--theme-palette-color-4, #28292a);\" class=\"stk-highlight\">Periodic testing of information systems, tailored to the organisation\u2019s maturity level. Critical players will have to carry out TLPT (Threat-Led Penetration Testing). <\/span><\/p>\n\n<h4 class=\"wp-block-heading\" id=\"d-contrats-avec-les-fournisseurs-tic\">d) Contracts with ICT providers<\/h4>\n\n<p class=\"wp-block-paragraph\"><span style=\"color: var(--theme-palette-color-4, #28292a);\" class=\"stk-highlight\">Mandatory standard contractual clauses:<\/span><\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-3972599403597e821e2a18fbca3ae873\">Audit rights<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-28700d54292e99538781b943a2f1eb03\">Data management and subcontracting<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-132d1fd8800b335ec55bf0b72f1fb046\">Exit plans in the event of failure<\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\" id=\"e-supervision-des-fournisseurs-critiques\">e) Oversight of critical providers<\/h4>\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-be9849ad7f6716d580f9d3b8e4f9ffa2 wp-block-paragraph\">Critical ICT providers (cloud, SaaS, etc.) will have to comply with direct European oversight.<\/p>\n\n<div class=\"wp-block-greenshift-blocks-container gspb_container gspb_container-gsbp-d03eb06\" id=\"gspb_container-id-gsbp-d03eb06\">\n<h3 class=\"wp-block-heading\" id=\"pourquoi-c-est-strategique-pour-les-professionnels-du-cloud-de-la-securite-et-du-stockage\">Why this is strategic for cloud, security and storage professionals<\/h3>\n<\/div>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-ed7a60898dd49263aa277cef76e3a3cf\"><strong>Commercial positioning<\/strong>: Providing DORA-compliant services will be a competitive advantage from 2025.<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-6a9bc35cd658887d4f212e8ddbd773e2\"><strong>Access to the financial market<\/strong>: DORA is a passport to remain in the financial services value chain.<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-e2d5bda0e4ae5ca3c44e21fac0e4111f\"><strong>Increased accountability<\/strong>: Traceability, support, audit and reversibility obligations are stepping up a level.<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-1e3c7646eba4b79c0b006c3058f6f610\"><strong>Technical dialogue<\/strong>: Relationships between CIOs, CISOs and providers will need to be closely formalised.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\" id=\"ce-qu-il-faut-preparer-des-maintenant\">What to prepare right now<\/h3>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color wp-elements-df1742aa1dfba846136f221d26777ed6\">Map your critical dependencies (internal\/external)<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-585c38ef682188f51b25ad815957f6f6\">Review your ICT supplier contracts (audit, exit clauses, reversibility&#8230;)<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-a385679142583ea7a34289ec044ff0b3\">Update your business continuity and disaster recovery plans<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-f2c4339ca83855d4df3474c088fa3644\">Run a TLPT simulation if you are a systemic or critical entity<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color wp-elements-d1d1b9c51b3b6afee1f3e2dfba011d7b\">Establish clear cyber governance at board level<\/li>\n<\/ul>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\" id=\"dora-est-une-opportunite-si-vous-etes-pret\">DORA is an opportunity (if you are ready)<\/h3>\n\n\n\n<p class=\"has-palette-color-4-color has-text-color has-link-color wp-elements-122a3a5b22733af2ac6924d772112d2c wp-block-paragraph\">DORA should not be seen as a constraint but as a catalyst. It pushes the financial sector and its technology partners to raise their standards in security, traceability, continuity and transparency.
